How does a government's performance and the size & legal structure of its suppliers change over time?

In other words, how does the 'composition' of government suppliers, in terms of:

...change (over time) in relation to some measure of performance e.g. efficiency, KPIs,

Prerequisite would be to have open data on suppliers, which indicate size and legal structure.

For example, it might be useful to know if a rise in suppliers that are of one legal structure correlate with cost savings.
